- The old Portsmouth High School was a designated "fallout shelter". A fallout shelter is an enclosed space specially designed to protect occupants from radioactive debris or fallout resulting from a nuclear explosion. Shelters were constructed as civil defense measures during the Cold War (1946-1991). Often large public buildings, with basement floors, were also designated as shelters.
