Built in 1850 All Saints Episcopal Church was the first public building in Portsmouth to be lighted with gaslights in 1855. The interior was damaged by fire in 1893.

According to the Scioto County Auditor, this building was built in 1915 and remodeled in 1978. From 1918 to the early 1930's, the building was used for the Multer Brothers Meat Shop. In the early 1940's, it became the Portsmouth Shooting School. From the late 1950's to the to around 1990 the building was used for various different restaurants. In the early 2000's it became Advance Technology Hearing Aid Center and remains this as of 2016.

In the early 2000's, it was used for a hair salon and day spa. As of 2016, the building has become Alarm System Technical Services Burglar Alarm System Company.
